Partnership Governance

East Bay Energy Watch (EBEW) is a Local Government Partnership between PG&E and Alameda and Contra Costa Counties. Our  programs and services are funded by California utility ratepayers under the auspices of the California Public Utilities Commission (CPUC).

The Strategic Advisory Committee (SAC) is the governing body of EBEW. Each city in the Partnership has the ability to appoint a staff member to the SAC. The SAC is a voting body that generally operates with consensus-based decision-making.  There is a Steering Committee of 3-5 SAC members who lead the Partnership, who are elected every year. The Co-administrators  represent the interests of all municipalities within the two counties and work with PG&E's Local Government Partnership Team to ensure effective programming and high quality service. 

Our Programs, services and initiatives are approved by local government staff members who are members of the Strategic Advisory Committee.
